THE Communist Party of the Philippines-New People’s Army (CPP-NPA) was losing its ideological mooring
and already resorted to banditry and terrorism.

This was according to Arthur Tariman, lead convenor of Victims of Injustice, Criminality and
Terrorism in Mindanao (VICTIM).

Tariman said that due to the failed peace negotiations between the government and the CPP and
its armed wing, the New People’s Army (NPA), the rebels resorted to marauding and going berserk all
over the country, sabotaging private businesses and harming innocent civilians.

He said the CPP-NPA became rabid for they lost the initiative of pushing the strategy of
“Talk and Fight” with the government adding that they talk in the guise of peace while rejuvenating
and rebuilding their army through the wiles and treachery of their  Arouse, Organize and Mobilize
(AOM) strategy.

He said their expert propagandists raped the vulnerabilities of the working class in urban
areas and the Indigenous People (IPs) and peasants in the countryside through their Ideological,
Political and Organizational (IPO) works. They turned peace-loving IPs, peasants and workers into
hateful individuals and groups; constantly feeding them with propaganda against the existing socio-
political conditions of the country that our government painstakingly addressed.

Accordingly, the CPP-NPA pushed these unsuspecting victims to bloody rallies against
government authorities in government centers and hub of urban areas.

“They constantly initiate chaos and anarchy during these rallies and picket for their target
recruits to experience a first-hand iron fist of government law enforces to kindle a sea of hate.
They later arm them to fight a bloody and senseless war for the Communist Terrorist Commanders taking
refuge in Europe and safe areas in the country, living in a very comfortable lifestyle,” he said.

Tariman explained that amid these treacheries, it can be recounted that this group is a
passé; they pushed the system of Communism where prominent countries with similar ideology like
China, Vietnam and Laos have already bypassed its ideals through embracing liberal economy and
capitalism.

“This is the Karl Marx-Vladimir Lenin, and Mao Zedong (MLM) inspired rebel group in the
Philippines, the CPP-NPA or the Communist  Terrorists who celebrates its 49th Anniversary today,” he
said.

Tariman also mentioned several cases that will prove that the CPP-NPA already lost
ideological mooring and resorted to banditry and terrorism.

He said the recent spate of senselessness and lawlessness, started late afternoon on
Thursday, November 9, when an undetermined number of armed men under the newer Guerrilla Front 68,
North-Central Mindanao Region, CPP-NPA, ambushed a Mahindra patrol vehicle of the Amai Manabilang
(formerly Bumbaran, Lanao del Sur) Municipal Police Station and a private Toyota Fortuner utility
vehicle following it along the Cagayan de Oro-Maramag Road at Kilometer 28, Bgy. Tikalaan, Talakag,
Bukidnon.

The incident resulted in the killing of of four-month-old Maranao baby girl and a policeman
and wounding of five civilians, including two Maranao ladies and three policemen.

Tariman explained that amid vehement public condemnation, the NPA pretended a false apology
for the death of the four-month old baby girl -- not unlike a nesting sea turtle that appears to shed
tears, but in reality is just secreting salt that accumulates in her body.

He said in a statement, NPA spokesman Jorge ‘Ka Oris’ Madlos dramatically cried out sympathy
when he claimed that the rebel group “takes full responsibility and expresses remorse for the
unfortunate and unnecessary death of an infant and injury to two adult civilians arising from the
ambush by an NPA unit in Barangay Tikalaan, Talakag, Bukidnon last November 11.”

But in an open show of defiance, treachery and lack of sincere remorse, same CPP-NPA armed
band staged two more ambushes in a span of two days after the first, killing a soldier and wounding
another in the hinterland of Iligan City near the boundary with Talakag.

He said the CPP-NPA further intensified its lawlessness in November 13, when the 31st ASEAN
Summit opened in Manila, obviously to shame the Filipino people before the world stage.

He said on that day alone, Tariman said suspected NPA hitmen murdered a policeman in Davao
City, and two off-duty CAFGU personnel in Tupi, South Cotabato.

The CPP-NPA also abducted two patrolling policemen in Placer, Surigao del Norte early
afternoon that day.

On November 14, while the Asean Summit was in full swing in Manila, a band of CPP-NPA men
burned two delivery trucks loaded with boxes of cigarettes and cases of beer respectively, along the
highway in Bgy. Cuyago, Jabonga, Agusan del Norte -- not far from where soldiers were doing nation
building initiative through community support activities -- while at same time another group harassed
a police outpost at Sitio Little Baguio, Barangay Crossing, Kitcharao, Agusan del Norte.

The incident happened less than a week when the CPP-NPA killed a baby girl, wounded five
innocent civilians and burned two private vehicles in Eastern Mindanao alone.

“This is not to count the murder of three policemen, one soldier and three CAA personnel, the
wounding of three cops and one soldier, and the abduction of two policemen who are still in captivity
until this writing,” he said.  (To be continued)
