6 ‘Gapo’ cops face dismissal -- ‘Bato’

SIX members of the Olongapo City Police Office accused of maltreating and raping a detained 30-year-old
female drug offender last June 29 will find themselves being dismissed from the service before
Philippine National Police chief Director General Ronald ‘Bato’ M. dela Rosa retires from the service
on January next year.

The promise was made by no less than the PNP chief himself as he said that they now would be
able to thoroughly focus on their campaign against rogues-in- uniform now that they have been ordered
by President Duterte to refrain from conducting anti-narcotics operation across the country.
“Isasabay ko kayo sa aking retirement. Pauunahin ko kayo. Mauuna kayong umalis sa PNP bago ang
retirement ko,” Gen. Dela Rosa said.
The PNP chief assured the public that the six Olongapo City policemen will face justice even if
the incident happened five months ago.
“We had acted on that accordingly at mananagot sila. That incident happened five months ago.
But since mainit ang ating internal cleansing, tinutukan talaga ng city director ng Olongapo,” he said.
The official maintained that regardless of when a crime is committed, he will make sure that
erring police officers and men will suffer the consequences of their illegal acts.
“Kahit perpetrated one or two years ago, if it remains a crime, dapat hindi pabayaan para
mabigyan ng leksyon ang mga tao nating sira-ulo,” he said.
The six, identified as Police Officers 3 Diosdado Alterado and Steve Rivera, PO2 Nelson Abalos
and Police Officers 1 Raymond Diaz, Ed Mesias and Gaylord Galara are now facing criminal and
administrative charges.
They were also placed under restrictive custody after a female detainee accused them of rape
and maltreatment by the suspectS detained at the lock-up cell of the Olongapo City Police Station 5 in
Bgy. Sta. Rita.
According to Olongapo City police chief Senior Supt. Melchor Cabalza III, the woman waited
until she was moved out to the Olongapo City Jail from the lock-up cell of the Police Station 5 in Bgy.
Sta Rita before disclosing her ordeal.
Cabalza said the incident took place inside Police Station 5 past 1 a.m. of June 29. PO1 Galara
was identified by the complainant as the cop who took her out of her cell to take out the garbage, the
official said.
 After returning, the woman said that the policeman instructed her to proceed to the office
where she was allegedly ordered to dance naked but she refused. Due to intimidation and fear for her
life, she danced but with her clothes on.
Cabalza said that after dancing, the woman claimed that PO1 Diaz allegedly forced himself on
her. After the act was consummated, the official said that the woman also claimed that the policemen
also took a male inmate from his cell and ordered him to have sex with her. The cops allegedly watched
as the two had a sexual intercourse while under threat.
All six accused vehemently denied the charges against them.
Two other Olongapo policemen were also accused of robbery extortion by a couple they arrested
in a drug bust last March. Cabalza said they are also investigating the complaint.    (OJT)
