Senate probe into conflict of interest in big government contracts pressed

SENATOR Antonio “Sonny” Trillanes IV yesterday filed a resolution that seeks to investigate possible conflict of interest in multi-million peso contracts secured by family members of government officials.

Trillanes’ Senate Resolution No. 889 directs the Committee on Civil Service, Government Reorganization and Profession Regulation which he chairs, to conduct hearings, in aid of legislation, on various government contracts especially those secured by relatives of high ranking officials of the Duterte administration.

The resolution reads: “directing the Senate Committee on Civil service, Government reorganization and Professional regulation to conduct an inquiry, in aid of legislation, on possible conflict of interest arising from government contracts obtained by kin of government employees and/or officials, with the end in view of coming up with possible remedial legislation to prevent the occurrence or recurrence of such situations in the future.”

In the resolution, Trillanes also mentioned the report of the Philippine Center for Investigative Journalism (PCIJ) on a huge bulk of the fund of the Department of Public Works and Highways (DPHW) that was allocated for Davao Region.

The report identified CLTG Builders and Alfrego Builders as the top contractors in the region. The companies are allegedly owned and operated by the father and sibling of Bong Go.

Trillanes said that CLTG Builders has copped P1.85 billion worth of contracts from 2007 to 2017.  In 2017, the same company together with four other contractors including Alfrego Builders got a huge P2.7 billion contract with the DPWH.

PCIJ also alleged that CLTG Builders failed to finish the ‘joint-venture projects’ within deadline.

It also noted that CLTG possesses only a “B license,” which means that it is not qualified to be given big-ticket projects by the government without partners.
