OFFICERS and men of the Philippine National Police Intelligence Group (PNP-IG) have been commended by the PNP leadership for doing very well in what they have been trained to do: secretly go after enemies of the State specifically the communist New People’s Army and other terror and lawless elements in the country.
PNP chief, Director General Ronald ‘Bato’ M. dela Rosa himself, former PNP-IG official, congratulated personnel of the PNP-IG headed by Senior Superintendent Norberto D. Solomon, a member of Philippine Military Academy ‘Makatao’ Class of 1989 for a job well done and exhorted them to keep up the good work and see to it that they will be able to contribute fully in the PNP’s war on drugs, crime and terror.
The PNP chief is no stranger to the PNP-IG since he used to be assigned to the same unit when it was headed by now PNP Deputy Chief for Operations, Deputy Director Fernando H. Mendez Jr. The two members of PMA ‘Sinagtala’ Class of 1986 along with former PNP Highway Patrol Group director, now Police Regional Office 5 director, Chief Superintendent Antonio N. Gardiola Jr. were instrumental in the crafting of a solid PNP campaign against rogues in uniform even before President Duterte won the presidency in May 2016.
This year, the PNP-IG has been involved in a number of major operations that neutralized several most wanted rebel and crime personalities across the country. Last July 28, members of the Regional Intelligence Unit 5 were principally involved in a government offensive against the NPA in Casiguran, Sorsogon which resulted in the killing of four suspected armed NPA rebels and the seizure of a cache of weapons and explosives.
The combat operation conducted by the RIU 5 together with the Army, the Sorsogon Police Provincial Office and the Casiguran Municipal Police Station in Sitio Kangutan, Purok 2, Barangay Trece Martires in Casiguran municipality targeted members of the NPA’s Bicol Regional Party Committee.
An ensuing gunbattle resulted in the killing of four suspects led by Andres Hubilla alias ‘Ka Bunso’ Ka Magno, described as a BRPC secretary and the recovery of a hand grenade, a caliber .45 pistol, a 357 Magnum revolver without serial number, several magazines with live ammunition, suspected rebel documents and a laptop computer and cellphones said to be containing substantial evidentiary value.
A record check showed that Hubilla was arrested for a murder case in Bgy. Hugo Perez in Trece Martires City in Cavite by the local police on the strength of a warrant issued by Sorsogon Judge Rofebar Gerona and another warrant for attempted murder issued by Judge Maximino Ables, also of Sorsogon.
However, the charges against the suspect were all dismissed.
PNP-IG operatives have also accounted for three most wanted persons in the regional level since last June alone.
One of them is Roy Guimba, a wanted murder suspect who was captured in Sitio Callagdao in Bulanao, Tabuk City in Kalinga last July 14 by policemen armed with a warrant of arrest issued by Judge Marcelino Wagas of the Tabuk City Regional Trial Court Branch 25 with no bail recommended. Guimba is the 7th most wanted person in Cordillera region prior to his capture.
Two others are Marlon Arreola and his cousin Bryan Arreola, both wanted for murder with no bail recommended until they were tracked down in their hiding place in Bgy. Tabun in Mabalacat, Pampanga last June 2. The two are among the most wanted persons in Ilocos-Pangasinan region and each carried a P140,000 bounty as ordered by the Department of Interior and Local Government. Their arrest was ordered by Judge Policarpio Martinez of the Candon, Ilocos Sur RTC Branch 71.
Five most wanted persons in the provincial level were also arrested thru follow-up operations launched by the PNP-IG together with the local police since last June.
One of the five identified as July Galwan, a man wanted for rape was arrested in Sitio Abucot in Bgy. Eddet, Kabayan, Benguet last July 6. The suspect is the 6th most wanted person in Benguet.
Last July 11, PNP-IG operatives were responsible for the capture of Ireneo Galapon, wanted for murder with no bail recommended in Quezon following a manhunt operation in Bgy. Duripes in Bacarra, Ilocos Norte. Galapon is the 6th most wanted person in Quezon province.
The 3rd identified as Domingo Algona Jr., the 9th most wanted man in Benguet was arrested in Bgy. Shilan in La Trinidad, Benguet following information supplied to the local police by the Regional Intelligence Unit 14 last July 19.
Last July 23, RIU14 agents and the local police also arrested Faustino Gagarin during an operation in Sitio Gangat in Bgy. Calafug in Conner, Apayao. The suspect is the 4th most wanted person in Apayao province.
Last June 19, RIU8 and local police agents arrested Marvin Compac, the no. 1 most wanted person in Eastern Samar during a manhunt operation in Bgy. Saurong in Oras municipality. The suspect is the subject of a warrant of arrest for murder with no bail recommended.
PNP-IG agents also captured three most wanted persons in the municipal level last month. They are Victor Opsiar, wanted for frustrated murder and tagged as the most wanted person in Sofronio Española, Palawan during an operation in Bgy. Bono-Bono in Bataraza town last July 17; and Cesar and Zaldy Secro, both wanted for murder with no bail recommended and arrested in Bgy. Communal in Buhangin District in Davao City last July 28. The two were among the top 3 most wanted persons in Davao Oriental.
Under Solomon, PNP-IG agents also were able to arrest with the help of the local police Melanio Yahin Jr. alias ‘Kindo’ during an operation in Bgy. Maysilo in Malabon City last July 17. The suspect is the subject of a warrant of arrest for murder issued by Judge Francisco Quilala of the Batac City, Ilocos Norte RTC Branch 18 with no bail recommended on April 25, 2016 and a warrant of arrest for carnapping issued last April 17 by Batac City RTC Branch 17 Judge Angelo Albano.
Solomon said Yahin is the 4th most wanted drug personality in Ilocos Norte where he is also known to be a member of a partisan armed group.
