PNP chief gives scalawags fair warning

HAVING learned his lessons well over the past 17 months when rogue cops took advantage of the government’s war on drugs to kill even innocent targets and fatten their bank accounts, Philippine National Police chief Director General Ronald “Bato” M. dela Rosa said he is set to order the dismissal of more scalawags in uniform this year as part of their ongoing massive internal cleansing program.

The PNP chief, who is actually set to retire at the age of 56 this coming January 21 but was given at least three months extended term by President Duterte, said he is set to fire more roque cops especially those involved in illegal drugs early this year as he vowed last year’s mistakes won’t be repeated this time.

Gen. Dela Rosa said the names of the suspects have already been submitted to President Duterte.

Included in the list are several Police Commissioned Officers with one of them a Senior Superintendent and the others with the rank of Superintendent.

These rogues in uniform have been found out to be directly involved in illegal drug activities and other major crimes including robbery-holdup, extortion, “planting” and “recycling of evidence” and kidnapping-for-ransom. Some are believed to have been acting in cahoots with drug trafficking syndicates and tipping off their members on impending police raids.

Only the President can dismiss from the service any official with the rank of Senior Superintendent and above since he is the one who signed their promotion papers.  The rank is equivalent to an Army Full-Fledged Colonel.

On the other hand, the PNP chief can sign the dismissal papers of a Superintendent below. A Superintendent is a rank equivalent to a Lieutenant Colonel in the Armed Forces.
    
Late last year, Dela Rosa ordered the dismissal of Superintendent Lito Cabamongan, the shabu-using official of the PNP Crime Laboratory. An incoherent Cabamongan was arrested while sniffing shabu inside a house in Las Piñas City City.
    
The PNP chief had expressed his frustration over the presence of rogues on the police force whom he said continue to damage the PNP as an institution despite the many warnings and arrests they have made and amid the ongoing massive transformation program of the PNP aimed at making the PNP a more effective, credible and efficient organization.
    
“Frustrating talaga kasi bakit sila mag-i-insist na gumawa ng ganun marami nang nahuli at nakulong.  Ibig sabihin they’re just risking their life, their future their career and the future of their family just because of the comfort na naibigay ng ilegal na droga. I don’t see the logic,” he said.
    
He also said the problem really has not stopped since these rogues in uniform have been on the force even when he was not yet the PNP chief.      
    
“Kahit sino namang chief PNP kung tarantado, tarantado talaga sila,” he said.
    
Last month President Duterte warned police scalawags involved in corruption to leave the agency when he spoke during the 39th birthday party of Senator Manny Pacquaio.
    
“Mga tatlong Superintendent, about 90, siguro mga minimum of 60 police, umalis kayo sa PNP.  
    
“I am starting the purging at huwag kayong ma-insulto kung hindi ka naman tinatamaan, huwag kang magalit kasi ako galit na sa dati eh,” he remarked.
