THE Philippine National Police Academy (PNPA) cadet who is in the middle of a reported “blowjob” scandal in the Academy has been identified as a son of a police one-star general who himself is a graduate of the institution, the Journal Group learned yesterday.

On the other hand, one of the complainants in the case is said to be a son of another PNPA graduate who is now a star-rank officer assigned with the Bureau of Jail Management and Penology.

Officials privy to the investigation did not identify the accused and the victims due to the sensitivity of the case. They also asked that the names of the father of the accused who is assigned in a police regional office outside of Metro Manila and the father of one of the complainants be withheld.

However, they deplored the incident and just like PNP chief Director General Oscar D. Albayalde has called for the dismissal of the accused citing they have no place in the police force.

“It’s really an act of perversion and says a lot about the psychological state of the accused. Thus, we will agree with any recommendation to dismiss him and his co-accused from the PNPA,” said one official who is also a graduate of the police academy.

Gen. Albayalde on Tuesday ordered a full investigation into the scandal involving a cadet accused of allegedly forcing two of his underclassmen to perform oral sex on him while his two comrades watched the act without doing anything.

The PNP chief ordered the PNP Directorate for Investigation and Detective Management headed by Director Elmo Francis O. Sarona to conduct a thorough investigation into the incident and see to it that those responsible for the act will be punished to the hilt and dismissed.

PNPA director Chief Superintendent Joseph Adnol said the case has been under investigation by the local police after the parents of the plebes filed formal complaints regarding the incident.

Adnol did not identify the accused but said that the principal offender, while in the company of two 2nd Class Cadets, cornered the two plebes in an obscure part of the Academy and forced the duo to give him oral sex. The incident reportedly took place last October 6.

The scandal came in the wake of a pending Senate bill which will transfer the supervision of the PNPA and the National Police Training Institute to the PNP from the Philippine Public Safety College as part of the PNP leadership’s effort to better train future police officers.
