QCPD traffic investigator nabbed for extort

A traffic investigator of the Quezon City Police District (QCPD) was arrested by his colleagues in an entrapment operation for allegedly asking money in exchange of a favorable traffic incident report on a vehicular accident.

QCPD director Chief Supt. Guillermo Lorenzo T. Eleazar identified the suspect as PO3 Fernando Tanghay, 47, assigned at the Traffic Sector 3, of District Traffic Enforcement Unit (DTEU) in Camp Karingal, Sikatuna Village.
Report said at 10:55 on May 31, 2017, a certain Elmie Mones, of Las Piñas City, came to the DTEU Sector 3 office for traffic investigation of a vehicular accident involving her Mitsubishi Adventure along CP Garcia, Bgy. UP Campus, which was then driven by Renato Mones.
PO3 Tanghay approached the complainant and offered to help her in exchange for a favorable traffic incident report. They agreed that the money would be given on June 4, 2017.
At about 4 p.m. on June 4, the complainant sought the assistance of District Special Operations Unit (DSOU) and an entrapment was set which incriminated the suspect later in the evening. Police recovered seven dusted P1,000 bills inside the right  pocket of his GOA pants.
A case of robbery-extortion was brought for inquest at the office of City Prosecutor Felomina Apostol Lopez, while a pre-charge evaluation will be initiated by the District Investigation and Detection Management Division (DIDMD) to determine the administrative liability of the suspect.
PO3 Tanghay was ordered relieved from Traffic Sector 3 and reassigned to District Headquarters Support Unit (DHSU), together with his immediate superior Chief Insp. Narciso Cajipe Jr., pending investigation and their subsequent transfer to the Regional Police Administrative Holding Office (RPHAO) in Camp Bagong Diwa in Taguig City.
