EPD to conduct seminar on anti-crime ops for Mandaluyong cops only

FOLLOWING the fatal shooting incident involving 10 Mandaluyong policemen believed to be a case of mistaken identity, the Eastern Police  District (EPD) will conduct re-orientation/refresher seminar for all policemen on anti-crime operations to avoid lapses and possible “misencounter”.

According to EPD deputy director for operations Senior Supt. Florendo Quibuyen, the re-orientation/refresher seminar is only for  members of Mandaluyong police in order for them to follow rules and regulations while conducting any anti-crime operations.

On Dec. 28, 2017, 10 cops, mostly rookie, riddled with bullets a wrongly identified vehicle that resulted in the death of two persons and injuries to two others.

Quibuyen explained that the re-orientation/refresher course aims to avoid lapses in the Police Operational Procedures (POP) in arresting of criminals in the streets.

“Mostly PO1s at ’yung nasa field operations ang isasalang sa scheduled seminar para ma-review ’yung anumang lapses and take lessons from the past experiences that placed the organization under public scrunity,” Quibuyen told People’s Tonight.

The rule of engagement (ROE) that the 10 cops should have followed was: “Fire when fired upon, kaya nga may lapse in judgement.”
Meanwhile, the Special Investigation Task Group “SITG-Shaw”, headed by Quibuyen formed by EPD director Chief Supt. Reynaldo Biay, conducted a case conference yesterday at the EPD headquarters to investigate the circumstances on the incident.
