A TOTAL of 1,321 known drug offenders were arrested by agents of the Philippine Drug Enforcement
Agency since last September during a series of massive anti-narcotics operations across the country
which also led to the seizure of nearly P229 million worth of shabu and other dangerous drugs, PDEA
chair Director General Aaron N. Aquino announced yesterday.
The arrests and apprehensions were made as a result of 3,476 anti-drug operations which also
resulted in the filing of 2,063 cases for violation of Republic Act 9165 or the Comprehensive
Dangerous Drugs Act of 2002 against the arrested drug personalities, the PDEA chief said.
Aquino, a member of Philippine Military Academy ‘Sandiwa’ Class of 1985, took over as PDEA
chief vice new Bureau of Customs Commissioner Isidro S. Lapeña last September 12.
During the period, PDEA agents confiscated about 36.7 kilograms of shabu, 16.7 kilos of dried
marijuana leaves, over 4,400 marijuana seedlings, 50 kilos of marijuana stalks, 1,184 grams of
cocaine, 54 pieces of ecstasy, and 1.10 of new dangerous drug GHB.
According to PDEA spokesman Director Derrick Arnold C. Carreon, when PDEA was designated by
President Duterte to be the sole agency to conduct anti-drug operations from October 11 to last
December 5, the agency conducted a total of 2,214 anti-drug operations which resulted in the arrest
of 771 drug personalities, the confiscation of P176.83 million of drug and non-drug evidence and
filing of 1,448 drug cases in various courts nationwide.
The seized drugs during the period were 26,479.31 grams of shabu, 11,724.47 grams of dried
marijuana leaves, 117,835 marijuana plants, 4,343 marijuana seedlings, 50,000 grams of marijuana
stalks, 1,183.46 grams of cocaine, 54 pieces of ecstasy, and 1.10 ml of GHB.
During the 1st 100 days of Aquino, the PDEA also intensified its conduct of high-value target
operations and high-impact operations which resulted in the capture of 331 high-value targets (HVTs),
including six foreign nationals, 15 elected officials, seven uniformed personnel, 21 government
employees, 52 drug group members, three armed group members, 19 listed personalities, 24 drug den
maintainers, and 184 other HVTs.
The highest ranking elected official arrested was the municipal mayor of Maasim, Sarangani
Province, who was jailed when PDEA officers raided his house and seized a kilo of shabu worth P5
million last October 6. Another arrested HVT is actor-model Cogie Domingo who yielded 20 grams of
shabu during a buy-bust operation in BF Homes, Parañaque City.
Last November 6, PDEA officers also searched the Correctional Institute for Women in
Mandaluyong City which resulted in the confiscation of 183 grams of shabu, drug paraphernalia and
other contrabands inside the detention cell of convicted drug queen Yu Yuk Lai.
On same day, a search warrant was implemented against Diana Yu, a daughter of Yu Yuk Lai, at
her residence on Solano Street, San Miguel, Manila. The raid led to the seizure of 682.92 kilos of
Two Nigerian nationals, believed to be members of the so-called African Drug Syndicates, were
arrested last November 8 during a buy-bust operation in Kawit, Cavite that resulted in the
confiscation of one kilo of shabu worth P5 million.
A Colombian drug mule was also arrested by the PDEA-led Ninoy Aquino International Airport-
Inter-Agency Drug Interdiction Task Group last November 12 during an interdiction operation at NAIA.
Alberto Pedroza Qui-jano attempted to smuggle drugs by swallowing 79 pellets of cocaine with
a total weight of 1.1 kilo.
Eleven drug personalities were also arrested during a buy-bust operation conducted in Seda
Hotel, Bonifacio Global City last November 26, leading to the confiscation of 20 ecstasy tablets.
During the same period, the PDEA conducted 30 High-Impact Operations (HIOs), including 10
high-volume seizures, four marijuana eradication, eight dismantling of drug dens, three mail and
interdiction operations, one airport interdiction operation and four other HIOs. Those operations
were conducted by the agency with the support of other law enforcement agencies.
Last December 19, a recovery operation was conducted at the house of Yiye Chen, a drug
personality arrested in August 2016, in Angeles City, Pampanga. Recovered during the search were five
kilos of shabu worth P30 million.
From November 29, 2017 to December 4, 2017, three separate parcels containing a total of 13.5
kilos of shabu were discovered by NAIA-IADITG using PDEA-trained K9s. Two of the parcels came from a
sender with address in California, USA, while the other had a sender’s address in Congo.
To deter cultivation of marijuana, PDEA also stepped-up its conduct of marijuana eradication.
Last November 20, a marijuana eradication operation was conducted in Sugpon, Ilocos Sur and
Kibungan, Benguet which resulted in the uprooting of 50 kilos of marijuana stalks.
