STA. MARIA, Pangasinan -- The national government and the Export-Import Bank of China will sign today a loan agreement for the construction of the San Roque Dam re-regulating pond. This was announced by Secretary Hermogenes Esperon, Jr., Presidential Management Staff chief, Saturday during the oathtaking of members of the Associations of AFP-PNP and other servicemen of the 6th district. Esperon, a Cabinet Officer for Regional Development, said the winning bidder was China Agricultural Machinery Company based in China. He said the groundbreaking for the P4.5-billion re-regulating pond (irrigation component) will be held on Nov. 12. The 300-meter long by 12-meter high re-regulating pond can impound about 4.5 million cubic meters of water released from the turbines of the San Roque Power Plant.
