CONTROVERSIAL Camilo Guarin is the new director of National Capital Region Land Transportation Office. The designation of Guarin was approved by President Gloria Macapagal-Arroyo to fill up the vacancy left by Ricardo “Canu” Tan who resigned last month. Tan, in a recent interview, confirmed that he resigned to run as congressman of the lone district of Bacolod City. Guarin rose from the ranks at the LTO having served for almost three decades. He has been recognized both by his officers and colleagues as one of the most hardworking, committed and dedicated officials of the LTO. Before his appointment, Guarin served as assistant regional director in the NCR-LTO for eight years. LTO sources said Guarin had shown leadership qualities as he played critical role as chairman of various committees such as the Stradcom-LTO Joint Interconnectivity Committee, Pre-qualification Bids and Awards Committee, LTO-NCR, Regional Administrative Action Board, LTO-CO Special Bids and Awards Committee as well as the National Acceptance Committee of the LTO-IT project and ISO.
