Senate ends military corruption inquiry


THE Senate blue ribbon committee yesterday concluded its inquiry on the alleged military corruption raised from the plea bargain agreement between the Ombusdman and former AFP Comptroller Carlos Garcia.

The last hearing led by committee chairman Sen. Teofisto Guingona III was attended by Defense Secretary Voltaire Gazmin and AFP Chief of Staff General Eduardo Oban Jr. as resource persons.

Also present in the inquiry were Senators Panfilo Lacson, Franklin Drilon and Alan Peter Cayetano.

In his opening statement, Gazmin said their organization was on their way to “professionalism and transparency.”

He confirmed that they have finished conducting investigation on alleged anomaly in the AFP.

In fact, they have come out with 10 recommendations including the conduct of audit on AFP intelligence funds, lifestyle check on AFP officials, morality boost and computerization on AFP logistics and financial management systems.

Meanwhile, Cayetano said there are two scenarios regarding the Sandiganbayan decision to uphold the plea bargain agreement between Ombudsman and former AFP Comptroller Carlos Garcia.

“The Supreme Court or even the Sandiganbayan can only say that let’s avoid the decision. So, we were not at the end of the line yet. Hindi pa natin sasabihin na wala nang pag-asa,” Cayetano said.

Cayetano said one scenario is that even if it’s a bad decision, it is a legitimate decision that means the prosecutors made a bad decision upon entering into the agreement.

“The Sandiganbayan may have made a bad decision by upholding it, meaning, walang malice pero mali lang ’yung desisyon,” he added.

The second scenario, the lawmaker said, is that there is fraud or there was a conspiracy into this decision.
