THREE key cities in National Capital Region emerged as the top earners among Local Government Units (LGUs), the Commission on Audit said.
In its 2015 Annual Financial Report on LGUs, Quezon City emerged as the biggest earner among LGUs with total revenue of P16.3 billion, followed by Makati City with P15.5 billion earnings and Manila with P12.5 billion.
The annual report also showed the financial conditions of 78 provinces, 141 cities, and 1,428 municipalities in the country.
Among the top 10, eight are from Metro Manila while the other two are Cebu and Davao cities. Tailing the top three are Pasig City with P8.3 billion; Cebu City, P7.216 billion; Davao City, P6.1 billion; Taguig, P6.1 billion; Caloocan City, P4.3 billion; Muntinlupa City, P4.1 billion; and Parañaque City, P4.05 billion.
On the category of provinces with highest revenues, eight out of 10 came from Luzon. Bulacan is highest earner with P3.802 billion followed by Negros Occidental with P3.5 billion.
Next to them are Rizal with P3.3 billion; Cebu, P3.2 billion; Pangasinan, P3.1 billion; Cavite P3.08 billion; Laguna, P3.03 billion; Quezon, P3.02 billion; Batangas, P2.8 billion; and Nueva Ecija, P2.6 billion.
Based on COA audit and after deducting expenses, Rizal emerged with the biggest surplus of P1.57 billion compared to Negros Occidental’s P628.97 million, with P2.954 billion expenses and Bulacan’s P573.43 million with P3.229 billion expenses.
In terms of municipalities, Cainta in Rizal is the highest earner and the only one who reached the P1 billion revenues. (P1.16 billion is the exact figure).
Three municipalities in Rizal were also on the top 10, namely Taytay, Rodriguez and Binangonan.
