SUV driver in call center agent’s hit-run death sued

POLICE yesterday formally filed charges against the driver of the sports utility vehicle (SUV) who hit and run and killed a call center agent and injured three others in Pasig City on July 31.

According to Senior Insp. Roberto Garcia, Pasig police investigation section chief, charges of reckless imprudence resulting in homicide with  multiple serious physical injuries and abandonment of one’s victim was filed before the Pasig City Prosecutor’s Office against Baldwin Cham Velasco, 33, of 2 8th St., New Manila, Quezon City.
Garcia said Velasco, reportedly in the security agency business based in Makati City, earlier promised to turn himself to authorities after they recovered the Subaru Forester (PQW 414) in his residence Tuesday night.
“Hindi namin pwedeng patagalin ang kaso. Ang sabi ng magulang ni Velasco magsampa na lang ng kaso at bahala na ang abogado nila,” Garcia said in an interview.
PO3 Edwin Cruz said Velasco, was the driver of the SUV who killed Jake Artera Santillas, 23, of Ibayo Tipas, Taguig City.
Santillas died from severe head and body injuries after he was dragged by the SUV at least 300 meters away up to St. Francis Square in Mandaluyong City.
Three injured victims, identified as Mariel Rabina, of Bgy. Masambong, QC,   who is pregnant; Juan Carlo Villanueva, of Taguig; and Micah Uy, of Pulilan, Bulacan, also call center agents, were  rushed to Medical City in Pasig.
Rabina is presently in serious condition after the baby in her womb died.
Cruz said a driver of Uber taxi, who witnessed the incident, gave the  plate number which were later verified by the police with the Land Transportation Office (LTO).
The damaged vehicle  with blood stains has been impounded at the Pasig City police headquarters.
Scene of the Crime Operatives (SOCO) will examine the hair samples found on the vehicle and will compare them with the hair of the slain victim.
“Kumuha kami ng hair sample nu’ng namatay na biktima at ikukumpara natin sa nakuha sa sasakyan ng suspect para malaman kung nag-match ito,” police also said.
The four victims were walking along the pedestrian lane as they were crossing the street when hit by the speeding SUV at 2:50 a.m. Sunday.
Velasco did not bother to stop after the said incident.
