No turf war — Palace

NO turf war between Executive Secretary Jojo Ochoa and former Sen. Mar Roxas.

Malacañang made that clear even as Presidential Spokesman Edwin Lacierda said that President Benigno Aquino is set to issue an administrative   order reviving the post of presidential chief of staff.

The President himself had disclosed he is grooming his defeated running mate Roxas to act as his de facto presidential chief of staff after the lapse of the one year ban on losing candidates in the 2010 elections.

Lacierda said that the AO will delineate the specific position, functions and duties of Ochoa and Roxas to avoid overlapping and friction between them.        Roxas is said to belong to the “Balay” faction in the Cabinet while Ochoa is said to belong to the “Samar” faction that backed Jejomar Binay for the vice presidency.

”The President will make sure defined ang mga roles para walang overlapping. That’s the important thing, that the Cabinet works together as one so one of the things that we will make sure is that there will be no overlapping of functions,” Lacierda told reporters.

He said he doesn’t know yet the exact job description of Roxas, but the position should not require confirmation from the Commission on Appointments.”Most likely hindi, kasi hindi siya line (agency),” Lacierda said.

He added the budget for Roxas may be sourced from the Office of the President. Lacierda noted that former President Gloria Arroyo maintained chiefs of staff during her term, among them now Chief Justice Renato Corona, Rigoberto Tiglao, and Mike Defensor. He said Aquino will seriously consider details of the responsibilities that will be assigned to Roxas that will not clash with   Ochoa’s.
