PCSO tampering with documents


I received a letter signed by a certain “Anton C,” expressing his feelings about the many charges being filed against us by Margie Juico and her cohorts in the PCSO.

Let me present to you his letter in full, dated “Monday 2 January 2012 8:06 AM”:

I agree with you Mr. Morato.  I am a relative of one of the persons accused of plunder regarding the PCSO mess.  You are right....we could not sleep and eat during the holidays and could not understand how people can just throw accusations around without even properly researching the processess that were done by the persons being accused.  I understand PNoy regarding his stand on corruption, but innocent people and families are being dragged into hell by his "friends" who are trying to impress him with how many number of people they can throw and drag into court.  We feel so depressed and worried about what 2012 bring to our family.  We are just all praying that the Ombudsman will read very carefully the defense of the accused and not sacrifice her integrity and fairness to "tow" the line for PNoy as what the Congress and his other allies have done.

I hope that 2012 will be more joyful for our families, Sir. Goodluck, Anton.

I know how you and your family feel with the cases being filed against us (President Gloria’s appointees) in the Ombudsman by the appointees of P-Noy in the PCSO, one after another.

They are witch-hunting to the point of tampering with the official documents to make us appear as though we have committed something against the law, the most recent one of which is Board Resolution 2429 Series of 2009 which was filed against us last Dec. 16, 2011 and received by us on the 22nd of December.

Said board resolution  is composed of two pages.

Only the second page was used by the present PCSO management and intentionally omitted the first page, which clearly explains fully the purpose of board resolution per the suggestion of the Commission on Audit.

They only presented the second page where our signatures appear.

It was done with malice, meant to deceive the court, Malacañang, and the people, for the PCSO corporate secretary, upon approval by the board of directors, “doctored” the page by super-imposing the PCSO letterhead, but could not fit in the board resolution number and date for lack of space.

They made the second page appear legitimate but forgot to print the “Board Resolution No. 2429 Series of 2009” for lack of space.

As the saying goes: “There is no perfect crime.”

Huling-huli ang ginawa ni Atty. Eduardo Araullo, PCSO corporate secretary.

He had evil intentions to pin us down on something we of the past board did not do.

If one is to read the two pages together, in full, one can readily see that there was nothing, absolutely nothing wrong with said board resolution.

Atty. Araullo committed perjury for tampering with official documents.  Furthermore, he “certified True/xerox copy, Office of the Board Secretary, dated 12/1/11” and affixed his signature.

Since we are neither allowed to enter the PCSO offices nor have access to public records, we found in our personal files which we lugged out of the PCSO when we stepped down June 30, 2010, by virtue of EO 1 that immediately removed us (appointees of President Gloria) from the PCSO.

As you well know, EO 1 suddenly came “like a thief in the night”!
