Erratum


Due to typo error, the sentence referring to Atty. Nilda Plaras in my column of December 27, 2011 should have read: “She is now charged in the Ombudsman as well,” NOT “She is now in charge of the Ombudsman as well.” 

Atty. Nilda Plaras was charged with us in the Ombudsman simply because she handled the liquidation reports of Chairman Valencia and GM Rosario Uriarte on the intelligence fund.  Atty. Plaras of the COA, office of the Chairman, was the head of the Intelligence/Confidential Audit Unit who is a “straight, strict, efficient and honest” person,  according to all those who know her.

Now she was assigned to the COA Regional Office in Rawis, Legazpi City.

Was she “deported” to pressure her from defending all the liquidation reports of the intelligence fund?

I say this because Juico and company are saying that according daw to the COA ngayon wala daw mga resibo submitted for the liquidation of the intelligence fund ; that the envelopes daw are “empty,” samantalang may certification si Atty. Nilda Plaras na sinubmit lahat ang supporting papers sa kanya for every withdrawal done by Chairman Valencia and GM Uriarte.

Poor lady. Siguro ninakaw na ang mga records sa COA just to pin down President Gloria, Chairman Valencia and GM Uriarte.  Pati ako na isang Director lamang na wala akong alam sa intelligence fund ay sinabit narin nila Juico.

Sampu kaming kinasuhan ng plunder:  President Gloria, GM Uriarte, Chairman Sergio Valencia, Manuel L. Morato, Jose Taruc V, Ma. Fatima Valdez, Raymundo Roquero, Benigno Aguas, Reynaldo Villar at Atty. Nilda Plaras.

Sampung araw lang ang ibinigay sa amin ni Mary Susan S. Guillermo at Cornelio L. Somido of the office of the Ombudsman – non extendible.  Deadline sa January 2, 2012 , Monday.

It was a terrible Christmas for us, preparing our counter-affidavits during the Christmas Season.

Just to prove to you what the PCSO today is capable of doing, the Board Resolution No. 2429 series of 2009 which I mentioned in my previous column, and which Margie Juico, Ferdinand Rojas, Aleta Tolentino and Eduardo Araullo filed in the Ombudsman this Christmas is truly unbelievable.  I never thought they could be capable of going so low just to please PNoy.

Do you know what they did? 

Board Resolution No. 2429 series of 2009 is composed of two pages.  They submitted only the second page where our signatures appear and kept the first page from the Ombudsman.

Akala ba nila na makakalusot sila?  Maski hindi nila kami pinapayagang makakuha ng copy ng records ng PCSO  at public documents naman ‘yon, meron naman kaming copies na naitago.

It’s hard work because we have to dig boxes and boxes of records in our respective storage rooms which we thought we would not have any use for.  Salamat sa Diyos na naitago ko ang mga papeles ko sa PCSO when I left the PCSO.

The page that Margie Juico and her cohorts removed and did not submit to the Ombudsman explains the opinion and suggestion of the COA for us to do in merging the Internal Audit Department and the Budget and Accounting Department due to the change from post-audit to pre-audit – not “abolished” as Juico and company made it appear.

Did we have a choice?

Now that the PCSO is back to post-audit like what it was during the Marcos regime, Margie Juico and her cohorts probably found it strange why the Internal Audit Department and Budget and Accounting Department were merged.

Ganyan sila karumi magtrabaho sa PCSO ngayon.  Mafioso ang style nila just to make themselves appear “clean” and “righteous” when they are not.

Sirang-sira sina Presidente, Bise Presidente Binay, Secretary Mar Roxas at Executive Secretary Paquito Ochoa sa libu-libong empleyado ng PCSO at sa mga tao sa buong bansa na alam na sila ang nag-appoint sa mga namumuno sa PCSO ngayon.  Pinahihirapan sila hanggang ngayon.  Dinaan lamang nila Juico sa hundreds of millions of PCSO-PR fund na ginastos nila upang pagandahin ang image nila.

Sa media lang ‘yon, not what’s truly happening on the ground. 

Believe me, Mr. President, I am telling you the truth.  The appointees to the PCSO today are heartless and should have not been placed to head a charitable institution at matapobre silang lahat.

Margie Juico, despite the years we spent together sa PCSO, is known by everybody to be anti-poor and a fake.  Margie is for Margie.  Period.
