61 aliens fall in makati drug raid

AGENTS of the National Capital Region Police Office on Wednesday afternoon arrested 61 foreigners led by a 39-year-old Myanmar national during an anti-narcotics raid in a business processing office in posh Salcedo Village in Makati City, NCRPO director Chief Superintendent Oscar D. Albayalde said yesterday.

Albayalde said members of the NCRPO Regional Anti-Illegal Drugs Special Operations Task Group, led by Senior Supt. Eleazar Matta and Senior Inspector Jansky Andrew Jaafar, swooped down on the office of the Hao Ying Solutions, Inc. located at the 15th floor of the Multinational Bancorporation Center in Salcedo Village 3 p.m. Wednesday.
The NCRPO director said his men were armed with a search warrant for violation of Section 11 or possession of dangerous drugs under Republic Act 9165 or the Comprehensive Dangerous Drugs Act of 2002 issued by Judge Francisco Pablo of the Makati City Regional Trial Court Branch 56.
The raiders arrested Myanmar national Zheng Zhong Xia, alias ‘Dong,’ a resident of Tivoli Garden Residences at 69 Coronado Street in Barangay Hulo, Mandaluyong City, after they found him in possession of eight heat-sealed plastic sachets containing suspected shabu, 12 aluminum foils with traces of shabu and assorted drug paraphernalia, including an improvised tooter.
The Myanmar national opted to remain silent during initial investigation. The main target of the raid, identified as Zhang Hai Long, alias ‘Long/Dong’, is still being hunted.
Albayalde said that before the raid, 60 foreigners composed of four Taiwanese, four Singaporeans, one Hong Kong national and 51 Chinese nationals working as customer service representative of Hao Ying Solutions, Inc. scampered towards different directions and tried to hide after seeing the officers.
The raiding team accosted the 60 and asked them to produce their work permits, passports and other travel documents to ensure they were not violating the country’s immigration laws.
Albayalde said some of the foreigners failed to produce any travel papers nor a business permit and are now undergoing questioning by NCRPO and immigration authorities.
The official said he has ordered a thorough investigation into the operations of Hao Ying Solutions, Inc. and its foreign employees in the aftermath of the raid.
Under RA 9165, possession of 50 grams or more of shabu carries the penalty of life imprisonment and a fine ranging from P500,000 to P10 million. If the quality involved is 10 grams or more but less than 50 grams, the offender faces the penalty of life imprisonment and a fine ranging from P400,000 to P500,000.
Section 31 or RA  9165 states that if the offender is an alien, he/she shall be deported immediately without further proceedings after service of sentence.
