Corona dipped into SC funds — solons


THE House prosecution panel iaccused Chief Justice Renato Corona of using the funds of the Supreme Court for his personal expenditures.

At the resumption of the impeachment trial yesterday, the panel requested the Senate impeachment court to subpoena SC officials to testify and bring official receipts, disbursement vouchers of meals, gifts and personal expenses of Corona which were charged to the SC.

“Respondent reportedly dipped his hands into public funds to finance personal expenses. Numerous personal expenses that have nothing to do with the discharge of his official functions, such as lavish lunches and dinners, personal travels and vacations and fetes and parties, have reportedly been charged by the respondent to judicial funds,” the impeachment complaint said.

“In essence, respondent has been reportedly using the judicial fund as his own personal expense account, charging to the Judiciary personal expenditures,” it added.

Among those to be subpoenaed are:

— Atty. Gorgonio Elarma, chief of staff, chief justice staff head of the SC. He was asked to bring autthorization letter dated November 23, 2010 authorizing Michelle Mangubat to hold cash advance in the amount of P100,000 to be used to purchase Christmas gifts of the CJ

— Michelle Mangubat, special disbursing officer. He was asked to authenticate the various official receipts, disbursement vouchers of meal gifts, and personal expenses of Corona. The prosecution wanted to show to the public at least 18 restaurant receipts.

— Corazon Ferrer-Flores, deputy clerk of court and chief of the Supreme Court fiscal management bureau office. She was asked to authenticate a memorandum of Corona dated July 16, 2010 on the proposed augmentation of gasoline expense allowance.

— The authorized officer of Rustan Commercial Corp. Shangrila Plaza,Edsa Wack-Wack. The person is asked to  bring in the next hearing the official receipt of Rustan’s itemized list consisting 19 items and bridal registry on the 60th wedding anniversary of James and Julie Dy, amounting to P61,740.73.

— The owner/manager of Design Exchange Inc. Shop. The certified true copies of the shop amounting to P25,000.

— Official of the Commission on Audit to bring original and certified true copies of purchase request, purchase oders, canvass abstracts and other supporting documents.
