A TOP Philippine Savings Bank official yesterday refused to comment on dollar accounts allegedly owned by Chief Justice Renato Corona.
PSBank president Pascual Garcia III returned to the witness stand for the direct examination, after he testified earlier on the peso accounts of Corona consisting of deposits amounting to almost P20 million as of December 31, 2010.
Presiding Justice and Senate President Juan Ponce Enrile enumerated the bank accounts, 089191000373, 089-131002826, 089-141-00712-9,089- 141007469 and 089-141008145, which Garcia admitted were in PSBank.
When asked by the senator-judges if these accounts could be presented, Garcia replied “I will not testify with regards to the dollar account. I will not respond or comment on any dollar account.”
Garcia insisted that the bank cannot open the dollar accounts as that would be in violation of the Foreign Currency Deposit Act .
The impeachment court summoned Anabelle Tiongson, branch manager of PSBank Katipunan branch, to testify on Corona's accounts next week.
Tiongson was summoned because Garcia refused to answer questions with regard to opening balances of the accounts in PSBank’s Katipunan branch.
“The subpeona does not stipulate and require me to present that... If I answer I am afraid I would be violating the law without any subpoena,” Garcia said.
Garcia further said he was invoking his right to self-incrimination.
Drilon also asked the bank official about the banks' “know-your-client” rule, in order to determine where Corona got the money he deposited in his dollar accounts.
“I cannot disclose anything with respect to dollar accounts because they are covered by the FCD law,” Garcia told the court.
Meanwhile, Garcia clarified that the documents with regards to bank deposits did not come from them.
Earlier one of the prosecutors, Rep. Reynaldo Umali, said that the bank documents were given to him by an unknown “little lady.”
