Bill on extrajudicial killings victims filed

A MEASURE declaring every November 23 of the year as a National Day of Commemoration for all Victims of Extralegal Killings was filed in the House of Representatives.

Kabayan Rep. Harry Roque filed House Bill 4502 yesterday, in time for the 7th year commemoration of the Maguindanao massacre of about 58 people senselessly killed by members of a powerful clan in the province.

Of the 58 individuals, 32 were journalists assigned to cover the filing of certificate of candidacy of then Bulusan Vice Mayor Esmael Mangudadatu for governor.

“The killing of the 32 journalists and media workers was the worst single attack on press freedom in recorded history. It was also the worst spate of election-related violence in the Philippines,” Roque said.

According to Roque, the Maguindanao massacre, as an egregious incident of extralegal killings, highlights state responsibility over human rights violations committed by its agents.
    
Like the Maguindanao massacre, Roque also condemned the extrajudicial killings happening under this new administration, which is waging a war on illegal drugs.
