BURGOS, Pangasinan -- A person wanted for multiple rape charges in Pangasinan and with a P200,000 reward for his capture was finally arrested Wednesday in his hideout in Bataan.
Police identified the suspect as Emmanuel Garcia, who is facing four rape charges before the local court here. He was collared by the Bataan police.
But Bataan Intelligence officer Supt. Allan Macapagal, a decorated police officer who led the arresting officers, was immediately relieved, raising eyebrows among newsmen.
The sudden relief of Macapagal, newsmen learned, caused demoralization among his colleagues as it came at a time when Garcia, who was charged with four counts of rape before the sala of Judge Jules Mejia, acting executive judge of Regional Trial Court, First judicial region, branch 10 in Burgos, was arrested by the police.
Senior Supt. Arnold D. Gunnacao, Bataan police director, said the arrest of Garcia was brought about by the intense surveillance initiated by Macapagal and his team who closely monitored the suspect for one week.
“Garcia’s arrest was the subject of Letter of Instruction (LOI) Manhunt Bravo and this is carried out tacitly by our men from Intelligence Bureau led by Supt. Macapagal,” said Gunnacao.
In the police report, Garcia evaded arrest by going to Bataan where he was arrested while hiding inside the government center in Alauli, Pilar town.
