THE powerful Commission on Appointments (CA) has approved the designation of three Cabinet secretaries to head their respective agencies as well as the promotion of 22 foreign service officers (FSOs) and an Army official.
The CA has confirmed the appointment of Ismael Sueno as secretary of the Department of Interior and Local Government (DILG), Arthur Tugade as secretary of Department of the Transportation (DoTr), and Mark Villar as secretary of Department of Public Works and Highways (DPWH).
The panel also approved the designation of Teodoro Locsin Jr. as Philippines’ Permanent Representative to the United Nations (UN) based in New York, USA and the promotion of Army Maj. Gen. Oscar Lactao to the rank of Lieutenant General.
The CA, however, bypassed the appointment of Agriculture Secretary Manny Piñol. It acted on the confirmation of the said ranking government officials a week before the Senate and the House of Representatives (HoR) go on a month-long holiday break.
Senators Sonny Angara and Migz Zubiri have recommended Sueno’s confirmation. “Pinned with the responsibility of ensuring the prevalence of progressive, orderly, nurturing, empowered, and globally competitive local governments by President Rodrigo Duterte himself, Secretary Sueno will definitely have a challenging job in the coming years,” said Angara.
“However, I believe that -- with his experience as a former local executive -- he is definitely up to the challenge of establishing the right rapport with our local leaders,” added Angara.
Senate Minority Leader Ralph Recto supported Villar’s designation as DPWH chief. “His dominion is construction, and he had more than 30 years experience, as he grew up in the startup hollow blocks factory of his dad (former Sen. Manny Villar),” he said.
