American fugitive collared in Naga

NAGA City -- An American fugitive accused of sexual assault in Lee County, State of Alabama, USA, was nabbed by operatives of the National Bureau of Investigation (NBI) Bicol regional office at an apartment on Corrigedor St., Bgy. Tinago, here Tuesday.

NBI Bicol Director Tomas Enrile identified the American fugitive as James Shakin Ballard, a retired US Army, who reportedly arrived in Naga City on Sept. 16, 2016, after proposing marriage to a 21-year-old lass from Pasacao, Camarines Sur, whom he met in a dating website.
Enrile said Ballard has a warrant of arrest from the US Embassy, which sought the assistance of the NBI to track down Ballard in CamSur, after fleeing the US on charges of raping his own grand-daughter.
He said the NBI had to summon Danilyn Tidoro, who claimed to be Ballard’s girlfriend, after she separated from the foreign national over a week due to Ballard’s violent tantrums.
According to Tidoro, her family in Pasacao loaned Ballard about P20,000 when he arrived in Pasacao but when he got his pension last Oct. 3, he refused to pay the amount he borrowed.
On Tuesday, Ballard was escorted by NBI and Bureau of Immigration (BI) operatives back to Manila, for deportation to the US next month.
