A TOTAL of 19 policemen are now being probed for their involvement in the Baybay City Provincial Jail incident that resulted in the death of Albuera, Leyte Mayor Rolando Espinosa Sr., and another inmate, Raul Yap.
Interior Secretary Ismael Sueno said that 13 of the officers are from the Criminal Investigation and Detection Group (CIDG) – Region 8; while six are assigned at the Regional Maritime Unit (Region 8).
Espinosa and Yap were killed after they allegedly traded shots with the CIDG men while conducting an early morning serving of a search warrant onthe mayor.
Sueno said that the PNP’s Internal Affairs Service (IAS) is the unit investigating these policemen.
The 13 CIDG men are: Supt. Santi Noel G. Matira, designated supervisor; Chief Insp. Leo D. Laraga, team leader; Senior Insp. Deogracias Diaz III, assistant team leader; Senior Insp. Fritz Blanco, asst. team leader; SPO4 Juanito Duarte; SPO4 Melvin Cayobit; SPO2 Benjamin Dacallos; SPO2 Alphinor Serrano Jr.; PO3 Jhonny Ibanez; PO3 Norman Abellanosa; PO1 Bernard Orpilla; PO1 Lloyd Ortiguesa; and PO1 Jerlan Cabiyaan.
On the other hand, the six RMU8 members, investigated for their participation as support members of the operations team are: Chief Insp. Calixto C. Canillas, team leader; Senior Insp. Lucrecito A. Candilosas, asst. team leader; SPO2 Antonio R. Docil; SPO1 Mark Christian C. Cadilo; PO2 Jhon Ruel Ducolan; and PO2 Jaime P. Bacsal.
Sueno said that PNP-IAS is also looking into investigating the involvement of the Maritime Group Region 8 chief given the unclear basis of their involvement in the operation.
