THE discord between the commissioners and their chairman continues to rock the Commission on Elections, with the dispute now affecting the barangay and Sangguniang Kabataan polls set for October.

Days after signing a memo criticizing Comelec Chairman Andres Bautista, Comelec Commissioner Rowena Guanzon said Bautista should run the upcoming barangay elections alone.

“Perhaps it’s about time that Chairman Bautista runs an election,” she said.

Guanzon said Comelec commissioners Christian Lim and Luie Guia also do not want to handle the “operations part” of the barangay elections in October.

“We will just focus on our cases,” she said, referring to cases pending before the Comelec First Division composed of Lim, Guia, and Guanzon.
Asked if she thinks Bautista has not run an election, Guanzon answered: “Well, by himself. Because you know, it’s better that he does it by himself. So that, you know, you can give credit where credit is due.”
Guanzon was also asked why she wants Bautista to run the barangay elections alone when she has stressed that the Comelec is a collegial body.
“Well, you have a point there, but you know…. The directors are under his direct supervision, he should just directly supervise them. Because in the last elections, it was really Commissioner Christian Lim, who was the chair of the steering committee, he was coordinating everything,” she said.
The commissioner added that she thinks they are fairly disorganized in Bautista’s office.
For his part, Bautista said the plan of the three commissioners not to participate in the operations of the upcoming barangay and Sangguniang Kabataan polls is unprofessional.
However, Bautista said he would seek to clarify the matter with Commissioners Guia and Lim.
“Sa aking palagay, hindi po professional yung ganiyang klaseng ginagawa. Gusto ko pong malaman sa dalawa[ng commissioners] kung yan ay totoo, lalo na kay Commissioner Guia dahil very professional yan... Magandang klaruhin mismo sa kanilang mga labi,” he said.
Should they really decide to drop their roles in the barangay and SK polls, Bautista said it will still be carried out with the remaining three commissioners and other officials.
He added that they have started work on the two elections since last week.
