Guidelines on revocation, termination of gun license


MAMANG PULIS -- THE Philippine National Police leadership yesterday warned anew all licensed gun holders to strictly follow the law as any infraction similar to the one committed by a Porsche-riding Bureau of Customs clerk will lead to their arrest and the revocation or termination of their gun licenses and permits-to-carry.

Last week, PNP chief Director General Nicanor A. Bartolome ordered the revocation of the Permit-to-Carry-Firearms-Outside-of-Residence and the firearms’ licenses issued to Customs clerk Paulino C. Elevado and his businessman-friend Florencio O. Bato after they figured in a shooting incident at the South Luzon Expressway.

PNP Firearms and Explosives Office chief Senior Supt. Raul D. Petrasanta said the gun documents issued to Elevado and Bato were revoked effective Feb. 1, 2012. On the same day, Gen. Bartolome revoked the PTCFOR issued to the two.

Dozens of PTCFORs and firearms’ licenses have been revoked by the PNP in the past after their possessors were charged with criminal offenses. In 2011, the PNP revoked the gun licenses previously issued to jailed suspected car thief Raymond Dominguez shortly after he and his brother Roger were charged in connection with the abduction and slay of used-car trader Venson Evangelista. A record check showed that no PTCFOR have been issued to the Dominguez brothers.

The PNP memorandum said firearm license shall be revoked under any of the following cases:

Loss of firearms through negligence; Carrying of the licensed firearm outside of residence without the appropriate Permit to Carry Firearm Outside of Residence issued by the Chief PNP or his authorized representative; Carrying of firearms in prohibited places (Conditions in the PCTFOR includes the following: the Permit is non-transferable. The firearm must not be displayed or exposed to public view. The firearm shall not be brought inside public drinking and amusement places and all other commercial or public establishments; and the unexpired license or authority to possess the firearm must always be carried with the Permit; Conviction by a competent court of a crime involving moral turpitude for any offense where the penalty carries an imprisonment of more than six months or a fine of at least P1,000.
