DETAINING indigent patients because of their failure to settle hospital bills may soon be prohibited.
Under House Bill (HB) No. 5707 authored by Marikina City Rep. Marcelino Teodoro, hospitals or medical clinics are prohibited from detaining indigent patients who failed to settle their medical bills incurred for emergency treatment.
The bill seeks to amend Section 3 of Batas Pambansa Blg. 702, as amended by Republic Act (RA) No. 8344 or An Act Prohibiting the Demand of Deposits or Advance Payments for the Confinement or Treatment of Patients in Hospitals and Medical Clinics in Certain Cases.
The bill mandates the hospital or medical clinic to assist in the transfer of the patient to a government hospital, especially in the case of poor or indigent patient, after administering medical treatment and support.
According to Teodoro, the delivery of basic health services is a primordial State concern that demands vigorous pursuits of measures aimed to make health goods and services available to all people at an affordable cost.
