WILL this apply to embattled Chief Justice Renato Corona?
The Court of Appeals has ruled that public officials who failed to accurately accomplish their Statements of Assets, Liabilities and Networth (SALN), albeit inadvertently, may be held administratively liable.
The CA junked the petition filed by Science and Technology Assistant Secretary Mario Bravo seeking the reversal of the Office of the Ombudsman’s ruling on October 14, 2010.
The Ombudsman found Bravo liable for simple negligence and was suspended for one month without pay for violation of Section 8, in relation to Section 11,of Republic Act No. 6713, otherwise known as the Code of Conduct and Ethical Standards for Public Officials and Employees.
The law requires public officials to file under oath their SALNs and a disclosure of business interests and financial connections on pain of imprisonment or fine, dismissal or removal, as well as disqualification, from public office.
Incidentally, the issue of the non-disclosure of SALN is one of the Articles of Impeachment filed against Corona.
The CA noted that the purpose of R.A. 6713 is to promote a high standard of ethics in public service.
It added that public officials and employees are required to discharge their duties with utmost responsibility, integrity, competence and loyalty.
