IN a bid to promote the welfare of all workers in the private sector, Camarines Sur Rep. Diosdado Arroyo is pushing for the approval of a measure seeking to provide annual productivity incentive.
Arroyo is urging his colleagues to expedite the passage of House Bill 1218 or the Workers Productivity Incentives Act of 2010.
“Government should protect the rights and promote the welfare of all workers as the primary social economic force,” Arroyo said.
The bill is still pending before the House Committee on Labor and Employment.
Arroyo pointed out that the ideal and realistic path to success of any business enterprise largely depends on the atmosphere of support and cooperation between labor and management and vice versa.
“The Productivity Incentive Bonus to laborers in the private sector, as proposed in my bill, gives due recognition to the sector’s indispensable role and contribution to the success of business enterprises,” Arroyo said.
He expressed confidence that his initiative would merit Congress’ support in the effort of promoting workers’ rights to uplift and improve their lives as well as management’s right to a reasonable return on their investments through cooperative endeavors.
“The granting of the Productivity Incentive Bonus to labor will not only serve as additional income but will serve as an incentive for even greater productivity which definitely will benefit the business enterprise,” he added.
The proposed law covers “all workers in the private sector regardless of their employment status and not unless expressly excluded by this act shall be granted an annual productivity incentive bonus which shall be equivalent to not less than 10 percent of net profits before taxes gained by any company or business establishment.
