MTRCB to penalize SPG violators


THE Movie and Television Review Classification Board (MTRCB) will suspend or cancel the permits and licenses of  TV networks and shows which would be found violating its newest Strictly Parental Guidance (SPG) classification.

This developed as MTRCB chief Mary Grace Poe-Llamanzares encourage  all local networks to air its newest infomercial on SPG classification for all TV shows.

Poe-Llamanzares said the SPG campaign aims to remind the parents to guide their children when watching television shows.

The infomercial features the family of Zoren Legaspi and Carmina Villaroel with their twins Cassy and Mavey. It will run between 15 to 30 seconds.

The MTRCB issued  Memorandum Circular No. 12 2011 to all television networks, blocktimers, program producers and distributors for guidelines for the strong parental guidance (SPG) classification rating. The SPG was deferred pending consultations with stakeholders and was officially implemented last Thursday, Feb. 9.

Poe-Llamanzares said  the SPG was conceived to balance the interest of the state   to protect and promote the development and welfare of the youth with the interest of the broadcast industry to full enjoyment of the freedom of speech vis a vis the self regulatory schemes undertaken by the different networks.

The SPG rating is applicable to shows with stronger and more vigilant parental guidance suggested.

Programs classified SPG, Poe Llamanzares said, may contain more serious topic and theme, which may not be advisable for children to watch except under the very vigilant guidance and presence of a parent or adult. The factors to be considered in the SPG classification include theme, violence, drugs, language, sex and horror.   Efren Montano
