NANAWAGAN ang World Bank sa pamahalaan ng Pilipinas na magpatupad ng mga repormang pang-estruktura, tulad ng pagpapataw ng mataas na sin taxes, para masustenahan ang limang porsiyentong taunang antas ng pag-angat ng ating ekonomiya.
Ayon kay WB country economist Karl Kendrick Chua, kung magpapatupad ang Pilipinas ng wastong pagpapataw ng buwis tulad ng bagong sin tax law, tinatayang aabot sa P2.4 bilyon ang karagdagang kita na papasok sa kaban ng bayan kada taon.
Sinabi naman ng ekonomistang si Jo-Ann Latuja ng Tobacco Tax Reform for Universal Health Care na malaking karagdagan sa kita ng bansa kung papatawan ng dagdag na buwis ang mga produktong tabako. Inaasahang makukumbinse ang mamamayan na magbawas o itigil na ang paninigarilyo kung tataas ang presyo nito.
Ayon kay Latuja, kailangan nang ireporma ang buwis sa tabako dahil ang Pilipinas ay kabilang sa mga bansang may pinakamaraming naninigarilyo sa buong mundo.
“No. 9 ang Pilipinas sa adult male smoking population at No. 16 sa adult female kaya kabilang ang ating bansa sa may highest smoking prevalence sa buong mundo,” paliwanag ni Latuja. “Ang nakababahala, mula 2003 hanggang 2007 ay may 40 porsiyentong dagdag sa smoking prevalence sa mga kabataan kaya 27.3 porsiyento na ito at inaasahang tataas pa.”
Nilinaw niya na tutol ang mga kompanya ng tabako sa bagong sin taxes dahil madali silang makapandaya sa kasalukuyang sistema sa pagbubuwis na multi-tier rates na nakabatay pa sa fixed price group sa presyo noong 1996. Kung magkakaroon ng uniform tax rates sa sigarilyo ay maiiwasan ang maling klasipikasyon nito para mapababa ang tobacco tax.
“Win-win solution ang bagong sin taxes dahil tiyak na madadagdagan ang kita ng gobyerno, lolobo ang pondo ng Department of Health para sa mga sakit ng mamamayan sanhi ng paninigarilyo, at lalaki ang kita ng tobacco farmers,” dagdag ni Latuja. “Tumaas man ang presyo ng sigarilyo ay malaking tulong sa ating bansa dahil madi-discourage silang manigarilyo at makapagliligtas tayo ng 300,000 buhay lalo ng mga kabataan.”
