A WOMAN identified by suspected Eastern Visayas drug lord Kerwin Espinosa as one of his top sources of shabu yesterday voluntarily surrendered to Philippine National Police chief Director General Ronald “Bato” M. dela Rosa to spill the beans on her knowledge about drug trafficking activities in the region.
Lovely Adam Impal, according to Gen. Dela Rosa, was escorted by Autonomous Region in Muslim Mindanao police director Chief Supt. Agripino G. Javier in going to Camp Crame.
The PNP chief said he has ordered the PNP Anti-Illegal Drugs Group headed by Senior Supt. Albert Ignatius D. Ferro to formally take the statement of the Lanao province-based Impal, whom he accused of telling ‘half-lies and half-truths.’
“Nagbibigay siya ng information na hindi magdidiin sa kanya kaya inutusan ko ang AIDG na imbestigahan siya,” Dela Rosa told Camp Crame newsmen shortly after the PNP flag-raising rites.
The top cop said Impal yielded to him, knowing she is being targeted by the police after being identified by Espinosa when he gave his Senate testimony.
He said that if the PNP-AIDG will find out that Impal is not the subject of any warrant of arrest, she will be allowed to leave on her own volition.
However, Gen. Dela Rosa said that as far as he is concerned, Impal’s life is now in danger since drug syndicates she used to work with would automatically target her, knowing that she would give valuable information to the police.
He presumed that assassins sent by drug rings will go after Impal in an effort to silence her permanently.
Impal, along with slain alleged drug lord Jeffrey “Jaguar” Diaz, were named by Kerwin as his top sources of shabu when he appeared before the Senate. The son of slain Albuera, Leyte Mayor Rolando Espinosa Sr. claimed he had been transacting with the two since 2005 when he was still an underling of Diaz, tagged as the no. 1 drug lord of Central Visayas until the latter was gunned down by policemen in a reported firefight in Las Piñas City last June 17.
The young Espinosa said it was Diaz who introduced him to Impal when they met inside the Bagong Buhay Rehabilitation Center (BBRC) in Lahug, Cebu City. “Supplier ko si Lovely Adam Impal at Jaguar kasi sila ang malalaking negos-yante ng shabu sa panahon na ’yon,” he told senators.
According to Kerwin, Impal is a native of Cagayan de Oro, who owns large properties in Iligan City. He said that while inside the national penitentiary, he would ask his men, including a village councilor, to sell drugs he supplied from Impal.
“One hundred percent alam ko na buhay pa siya (Impal). Sabi niya naka-tira siya sa Makati (City) pero walang specific address,” he said. “Maputi siya, mahaba ang buhok. Medyo may kalakihan at mestiza na babae,” he said when asked to describe Impal.
“Kukuha kami kay Lovely at Jaguar in consignment basis. Tapos distribute sa tao on consignment basis pa din. Kapag na-distribute na sa mga tao para maging pera, kolekta naman tapos ibabayad sa supplier. Hahatiin namin ang ibabayad sa dalawang supplier hangga’t mabayaran ’yon,” Kerwin recalled.
The proceeds from Kerwin’s drug deals will then be delivered to Diaz through his brother Ryan while Impal receives her share in her bank account. The remaining collectibles will go to Kerwin.
He said he could produce up to P1.5 million in a single drug deal while being in detention.
When he was transferred to the medium security compound of the New Bilibid Prison, Kerwin claimed he met freed Vizconde massacre suspect Hubert Webb, Chinese drug lord Peter Co, slain inmate Tony Co, Eugene Chua and a certain Boss Hanz there.
Kerwin said the inmates asked him to join the “Sputnik” Gang when they knew that Kerwin was a big-time drug dealer in Cebu. “Nagsimula ang tran-saction namin sa mga Chinese at pinag-agawan nila ako. Ang unang nagsimula ng nag-supply sa akin ng shabu ay si Peter Co,” he said.
Kerwin said he initially received four kilos of shabu from Co until he started getting up to 10 kilos from the Chinese drug lord.
According to the now jailed drug suspect, his and Co’s men outside Bilibid were the ones negotiating for their bosses. Kerwin even recalled a time the deal happened in the parking area of Metropolitan Hospital in Binondo, Manila.
“Ang mga tao ko at mga tao ni Peter Co ang nag-uusap kung saan ang pick-up ng shabu… Mula Manila, by land travel sila gamit ang private na sasak-yan papuntang Matnog, Sorsogon papuntang Allen, Samar at sa Ormoc, Leyte ang drop off para deretso distribute,” he said.
He said they would hide the shabu packs inside spare tires, luggage, towels before transporting them inside their service vehicle, sometimes on the bus.
Kerwin identified his henchmen as Nelson “Jun” Pepito, village councilor in Albuera, Leyte, and Marcelo Adorco.
