THE officer-in-charge of the Department of the Interior and Local Government (DILG) in Negros Island Region was found dead inside his condominium unit before dawn yesterday in Valenzuela City.
The body of Margie Biligan, 43, single, was already in an advanced state of decomposition when discovered at 1 a.m. inside Unit 5C-15, 5th floor, Tower C. Isabelle De Valenzuela Condominium, located at 43 MacArthur Highway, Bgy. Marulas.
Valenzuela police chief Senior Supt. Ronaldo Mendoza said Biligan failed to attend her quarterly seminar held at the Manila Grand Opera Hotel in Manila at 2 p.m. Sunday, prompting her fellow regional directors to contact her relatives in Ilocos Sur, who, however, had no idea on the whereabouts of the victim.
After the seminar, six DILG regional directors sought the assistance of the Bureau of Fire Protection (BFP) in Valenzuela City to coordinate with the security personnel of the condominium in order to locate the victim.
Bernard Gutierrez, the OIC of the condominium, assisted the regional directors and members of the BFP at the unit of the victim past 12 a.m. where they smelled a stinky odor emanating from the victim’s unit, prompting them to report the matter to the police.
At around 1 a.m., personnel from the BFP, with the presence of elements of Police Community Precinct (PCP) 3, forcibly opened the main door of the victim’s unit where they found her at the second floor already bloated lying on her bed.
Cursory examination conducted by elements of the Scene of the Crime Operatives (SOCO) showed no signs of external injuries from the victim’s body and her personal belongings were intact.
Investigation conducted by Valenzuela police homicide investigators SPO2 Rey Bragado and PO3 Ronald Tayag showed that the victim was suffering from diabetes, asthma and heart-related problems. With Hanna Rhocellhynnia Cruz & Jaemy Glemao (OJTs
