Money-wise LGUs


Excellence in governance comes from the most unexpected places.

Just because huge local government units, especially highly urbanized metropolis, have a proportionately bigger tax collection on account of higher concentration of business, it doesn’t mean that the money is prudently spent on vital human services and social infrastructure.

Sometimes far-flung LGUs in harsh terrain and climate are better custodians and spenders of public funds, the results of which are better services and facilities for their residents.

In short, good financial management translates into a better quality of life for the people. It also means less social tension and greater political stability.

They can also receive their just rewards for the wise cash management.

Metro Manila, Cebu, and Davao could take a cue from the excellent  fiscal housekeeping of the provincial government of Nueva Ecija.        

The Department of the Interior and Local Governments has set at least P80 million to the provincial capitol and two component cities in Nueva Ecija as reward for obtaining the Seal of Good Housekeeping on good governance and transparency.

Dr. Abraham Pascua, DILG provincial director, said Gov. Aurelio Umali would receive P30 million in local government support funds for use as capital expenditure to augment the 2012 Annual Investments Plan of the province.

Pascua said the selection of Nueva Ecija was approved by Secretary Jesse Robredo on the recommendation of the provincial DILG.

Last month, Robredo awarded the Capitol and 27 other LGUs the Seal of Good Housekeeping.

According to Pascua, Cabanatuan City represented by Mayor Julius Cesar Vergara and San Jose under Mayor Marivic Belena each will receive P30 million.

Other towns stand to receive at least P1 million each as performance challenge funds, a financial incentive for projects aligned with the national programs for the attainment of the Millennium Development Goals, tourism and local economic development, disaster risk reduction and management, and solid waste management.
