Aquino blames GMA for her curtailed travel right


HONOLULU, Hawaii (via PLDT) -- Blame yourself.

This was the response of President Benigno “Noynoy” Aquino III to the complaints of former President Gloria Macapagal-Arroyo’s camp that his administration was curtailing the right to travel of the ex-chief executive.

In a sit-down interview with Manila-based journalists at Hilton Hotel here late Saturday evening (early Sunday night in Manila), President Aquino said it is important to balance Mrs. Arroyo’s, now a Pampanga lawmaker, need to seek medical treatment abroad and ensure the delivery of justice.

President Aquino explained that his administration was merely implementing the Department of Justice (DOJ) circular that Mrs. Arroyo’s administration issued.

“Bakit ako ang sisisihin nila? Ginamit ko lang ang circular na sila din naman ang gumawa at ginamit nila sa mga kalaban nila. Bakit noon hindi nila sinasabing unconstitutional, tapos ngayon ay sasabihin nilang unconstitutional?” President Aquino pointed out.

The President was referring to the Department of Justice (DOJ) Circular 41 issued by former Justice Sec. Alberto Agra in May 25, 2010 or more than two weeks after Mr. Aquino won the presidential elections.

The circular discussed the hold-departure orders (which should only be with the courts), watchlist orders and an entirely new animal called Allow Departure Order, where a person can be allowed to leave only after satisfying several DOJ requisites.

The Agra circular, which former election lawyer and now Secretary Leila de Lima has adopted, said the HDO that the DOJ has issued “shall be valid for five years unless sooner terminated” while watchlist orders have a lifespan of 60 days.
