FOLLOWING the decision of the present government to stop the food-for-school program, an ally of President Benigno Aquino pushed for the approval of a bill seeking to provide free breakfast for the students in public schools.

Cebu Rep. Rachel Marguerite del Mar’s House Bill 27 which aims at eliminating malnutrition and at the same time encourages students to go to school.

Under the measure, the Department of Education will institutionalize the free breakfast program for day care, preschool and elementary in public schools.

The Aquino administration has decided to stop the food-for-school program, which distributes at least 1 kilo of rice per poor student in public schools nationwide.

But according to del Mar the State has an obligation to promote quality education and the physical, moral, spiritual, intellectual and social well-being of the youth.

“House Bill 27 is the answer to the commitment of the Philippine government to the global call to eradicate malnutrition as stated in the World Declaration on Nutrition and Global Plan of Action for Nutrition adopted during the International Conference on Nutrition in Rome, Italy in December 1992,” del Mar said.

She said the commitment is strengthened with the formulation of the Philippine Plan of Action for Nutrition (PPAN), which aims to achieve nutrition for all Filipinos and contribute to the achievement of the Millennium Development Goals on eradicating poverty and hunger.

“PPAN serves as the springboard or the country’s plan for the Philippine government’s goal to decrease the prevalence of malnutrition in the country integrating the efforts of the national government, local government units, non-governmental organizations including community-based NGO’s, the business sector and the international community in assisting target beneficiaries,” she added.
