| Major catastrophe in education looms |

FORMER Commission on Higher Education (CHED) chairman Dr. Emmanuel Angeles warned of a “major catastrophe” in basic and tertiary education sector if the present inadequate funding and unqualified faculty would continue. In his report dubbed “Transformation of Philippine Education in the Next Decade 2010-2020” Angeles said “bringing back the lost glory” of Philippine education requires not only resources but also resolve and political will to implement the necessary changes. “As a nation, we are doomed if we will not address today the many problems facing Philippine education. Our population is growing at an average rate of two percent annually, so that by 2040 there would be 180 million Filipinos. This alarming growth in our population without substantial increase in resources equates to trouble for the future,” he added. To address the issue, Angeles said the government should increase the budget both for basic and higher education adding that as a percentage of the Gross Domestic Product (GDP), the country’s investment of 2.7 percent pales in comparison with our neighbors such as Indonesia, 3.6 percent; Singapore, 3.7 percent; Hong Kong, 3.9 percent; Thailand, 4.2 percent; Brunei, 5.2 percent and Malaysia, 6.2 percent. He said this year’s education budget (Basic and Tertiary) amounted to P204.32 billion or 2.71 percent of the GDP. Of this amount, P26.37 billion or 12.91 percent is for higher education including allocation for the 110 state universities and colleges (SUC) scattered across the country. Earlier, Angeles called for a massive scholarship and financial assistance program for poor yet deserving students. He also said the quality of faculty members should be improved adding that the quality of education rests on their shoulders. |
