PARAÑAQUE Rep. Eduardo Zialcita pushed for the immediate passage of the Expanded Senior Citizens Act of 2010 that had already passed the bicameral conference committee of the two houses of Congress.

Zialcita, major author of the bill in the lower house, questioned the failure of the government to complete the legislative process despite the reported position of President Macapagal-Arroyo supporting the measure.

The lawmaker wants to confirm the information that the “enrolled copy” approved by the bicameral committee of Congress has yet to be submitted to the Office of the President resulting in the delay of its passage.

“The failure to enact the bill into law is a big sin against the senior citizens. Years have passed in the deliberation of the bill so it can be passed and politics should not affect the completion of the legislative process,” Zialcita stressed.

Based on the legislative body’s record, at least four million senior citizens will benefit from the exemption of value-added tax amounting to 20 percent from certain products and services. The measure was opposed by the Department of Finance due to its effect on its revenue collection.

Zialcita argued during House deliberations that the supposed P50 million losses in revenues due to the passage of the bill can be countered with better collection such as the stoppage of graft and corruption among revenue-collection agencies.

Products and services included in the approved bill awaiting the signature of the President are medicines, vaccines, medical professional fees, laboratory fees, public transport fares, among others.
