QUEZON City Police District (QCPD) Acting director, Senior Superintendent Guillermo Lorenzo T. Eleazar said the arrested maintainer of a shabu den in the Culiat Salaam Compound last September 16, 2016 has links with the Abu Sayyaf Group and is using different names to hide his previous criminal record in Basilan province.
It can be recalled that on September 16, 2016, members of PS3 together with other QCPD units conducted Oplans Tokhang and Galugad in the Salaam Compound, Bgy. Culiat, Quezon City, which resulted in the arrest of 145 drug personalities, including Juraid Sahiddun, for maintaining a drug den, and an alleged ASG member. While preparing charges for illegal drugs, Director Eleazar initiated lateral coordination with concerned intelligence units, including AFP counterparts, about Sahiddun’s links with ASG. Records of Naval Intelligence and Security Group-NCR NISG-NCR) under the operational control of Fleet Marine Ready Force (FMRF), through the Naval Task Group NCR (NTG NCR), revealed that Juraid Sahiddun and Sahibul Sailani, a.k.a. Juraid Sahibul, are one and the same person, who is a member of ASG. A former kidnap victim under the Department of Justice Witness Protection Program (WPP) identified him as among those ASG bandits who kidnapped them.
Based on reports, Sailani was involved in the mass abduction of 15 Golden Harvest Coconut Plantation workers in Barangay Tairan, Lantawan Municipality, Basilan, sometime in June 2001 at the height of the Dos Palmas kidnapping incident. Aside from his involvement in kidnap-for-ransom activities, Sahibul Sailani was also involved in a series of encounters and ambuscades against pursuing military forces and responsible for the planting of several landmines in the road network in Tipo-Tipo, Basilan, to blow-up military and armored vehicles.
Prior to his arrest, the suspect, along with some suspected ASG members, were under monitoring and surveillance after information regarding the presence of several ASG members on “lie-low status” taking refuge with their relatives and friends in Metro Manila was received. This is due to the focused military operations being executed by our AFP troopers and PNP enforcers against the terrorist groups in the southern part of the Philippines.
Accordingly, Sahibul Sailani has a standing warrant of arrest issued by Presiding Judge Danilo M. Bucoy, of the Regional Trial Court of Basilan, 9th Judicial Region, Branch 2, in Isabela, Basilan, for his involvement in the Tairan kidnapping in Basilan sometime in 2001.
On September 18, 2016, Sahibul was referred for inquest proceedings to Fiscal Penaflor for Violations of Section 6, 13 and 14 of R.A. 9165 (The Comprehensive Dangerous Drugs Act of 2002).
To date, Sahibul is detained at the Quezon City Jail-Annex, Camp Bagong Diwa, Bicutan, Taguig City, based on the commitment order issued by Hon. Caridad M. Walse of the QC Regional Trial Court Branch 223.
