SPEAKER Pantaleon “Bebot” Alvarez has called for the institutionalization of “purok leaders” to assist barangay captains in maintaining peace and order.

Alvarez, secretary general of the ruling Partido Demokratikong Pilipino-Lakas ng Bayan (PDP-Laban), on the other hand pushed for the abolition of the Sangguniang Kabataan (SK) and barangay kagawads (councilmen).

It likewise appears, Alvarez said, most of SK members who are students could be “Iskul Bukol (happy-go-lucky)” and many barangay councilors are non-performing assets (NPAs) who get paid for little work or none at all.

So, sumusuweldo ‘yan na wala namang ginagawa,” Alvarez said, arguing that the youth sector is now being represented in the House of Representatives.

Kailangan nating baguhin,” he said.

He explained that his proposal is part of the reforms that President Rodrigo Duterte has been pushing to rationalize the functions of government officials.

“We are considering abolishing the SK.
