EPD conducts one-day seminar on Anti-illegal drug investigation

THE Eastern Police District (EPD) has conducted a “One-Day Seminar” to help anti illegal drug operatives build up strong cases against arrested drug personalities.

EPD Chief Directorial Staff, Senior Supt. Ariel Arcinas said the “Seminar on Anti-Illegal Drug Investigation” for all EPD cops was conducted to enable them to enhance the rules and regulations while conducting anti-illegal drug operations and investigations.
   
Arcinas said the seminar was conducted in line with the plans and programs of EPD director Senior Supt. Romulo Sapitula to score higher conviction rates of drug cases filed in courts.
   
The activity was held last Friday at the EPD headquarters in Pasig City and attended by around 60 anti-illegal drug operatives of the EPD and prosecutors. It also aimed to guide the participants on the proper process of filing drug cases in court.
   
Pasig City Chief Prosecutor Jacinto Ang, Prosecutors Rey Camilio Dumlao and Luther Ponpon were the resource speakers. They focused on the legality of anti-drug operations and investigations and what constitute violations of RA 9165 or the Comprehensive Drug Acts of 2002.
   
The prosecutors explained that if there are good witnesses, complete documents and most especially arresting officers are present and consistent in their testimonies, conviction would be easy.
   
“A lot of cases are either dismissed or exonerated because after mai- file ang kaso nagkakaroon ng doubt or disbelief of investigation kaya hindi nag-prosper ang kaso, sayang ang efforts ng ating kapulisan na tumutulong para sa eradication of drugs,” Arcinas told Journal Group.
   
The official added that the seminar was also a refresher course for all anti-illegal drug operatives to focus on how to properly conduct raids, handle evidence, investigations, and other related procedural matters so an air-tight case can be secured ensuring conviction, rather than to dismiss the case from the very start.
   
The seminar is timely as the Philippine National Police (PNP) under the leadership of Police Director General Ronald Dela Rosa conducts anti-drug operations which result in the arrest of drug personalities and confiscation of illegal drugs in the country, Arcinas also said.
