Cha-cha move questioned


THE head of the House opposition bloc yesterday vowed to question before the Supreme Court the legality of a proposed bicameral constituent assembly and the House of Representatives and the Senate voting separately on every proposed amendment.

During yesterday’s regular House minority bloc press conference, Minority Leader and Albay Rep. Edcel Lagman said he would raise a legal question at the proper time before the SC.

“We will go to the Supreme Court to sanitize this mongrel (bicameral constituent assembly),” Lagman told reporters.

While Lagman is supporting shifting from the present presidential form of government to the parliamentary system, the minority leader stressed that he is against amending the economic provisions of the Constitution.

“If the purpose is to amend the economic provisions, no (I am not supporting it),” said Lagman.

“Because these nationalistic provisions are there to protect the Filipinos and safeguard the national patrimony. Secondly there is no strong clamor from investors that we should liberalize the national economic provisions. What the investors want are stable policies which should not be changed and respect for contracts which have been executed pursuant to existing policies and laws and not have them debunked or rescinded because of partisan consideration,” said Lagman.

House Deputy Minority Leader and Zambales Rep. Ma. Milagros “Mitos” Magsaysay agreed with Lagman.
